In most cases residing in state institutions specialized in their raising. Entered into the international adoption register of the Ministry of Justice after being for a six-month period in the regional registers for Bulgarian adoptive parent and none of the specified at least three adoptive parents has submitted a request for their adoption or a suitable adoptive parent for them has not been determined. Their parents have given consent for their full adoption or are unknown or are deceased, and also when, without giving their consent, their parents have left them and have not looked for them for a period of six months from the day they should have taken them back. A child under one year of age can be adopted as an exception, if this is in the explicit interest of the child with regard to its health status or when there are other important circumstances.
