                      A U T H O R I Z E:

Company department, BULSTAT 175025092, represented by the manager of the MB – Nadezhda Ivanova Dimova, Personal No. 7311187670,

with the following rights:

1. to represent us in the procedure for the adoption of a child – Bulgarian citizen, by initiating, continuing and completing all requisite activities, in correspondence with the Hague Convention of 29.05.1993, the Bulgarian legislation and all regulations of the contract with the “Children of Time” association, registered with company file 544/2006, Sofia City Court, Company department, BULSTAT 175025092, Permit No. 67/28.06.2006, Ministry of Justice.
2. to represent us in the procedure of entry in the register of the adoptive parents – foreigners, kept by the Ministry of Justice in the Republic of Bulgaria throughout the whole adoptive procedure /administrative and judicial/ as well as in the post-placement period, before the following bodies and institutions of the Republic of Bulgaria:
- before the minister of justice, Ministry of Justice and its competent structures related to international adoptions.
- before the court institutions and bodies in the Republic of Bulgaria, Sofia City Court, Sofia Appellate Court, Supreme Cassation and Supreme Administrative Court, before the Sofia City Prosecutor’s Office and Sofia’s Appellate Prosecutor’s Office.
- before the Social Assistance Agency, the competent regional direction for social assistance, the competent direction for social assistance, before the respective medical and social care homes for children, homes for the raising and education of children deprived of parental care, before other Bulgarian specialized institutions for the raising of children or foster families taking care of children – Bulgarian citizens, who can be adopted by foreigners.
- before the Ministry of the Interior and, specifically, before the body/service competent to issue a passport of the adopted child.
- before the competent municipal bodies and before the competent official in civil status in relation to the issuance of a new birth certificate of the child adopted by us.
- before all judicial, state, municipal and other bodies and persons in the Republic of Bulgaria, having competence in the sphere of the adoptive and the post-placement procedure.
3. to deposit before the here above listed ministries, offices/administrations and bodies, the documents requisite for the full adoption of a child – Bulgarian citizen and to receive from them such documents.
4. on our behalf and in our interest to effect all requisite activities for the full adoption of a child – Bulgarian citizen, and more specifically:
- to receive, prepare, translate and legalize the documents requisite for the full adoption.
- to prepare and submit a request to the Ministry of Justice for our entry in the register of the adoptive parents – foreigners, who want to adopt a child under the conditions of full adoption.
- to notify the Ministry of Justice for our consent/dissent for continuation of the procedure for the adoption of the offered child.
- to present/enter in the Ministry of Justice our written consent/dissent for the adoption of the specific child and to present/enter our request for the adoption of the offered specific child /in case of consent/.
- to authorize an attorney with the rights for procedural representation, before the Sofia City Court and the other court instances in the Republic of Bulgaria – Sofia Appellate Court, Supreme Cassation and Supreme Administrative Court, as well as with the right to declare and confirm before the court, in a court session, our consent for the full adoption of the specific child, with the right to declare and confirm before the court the change in the child’s name desired by us; to submit requests to all bodies competent in the adoptive procedure and to all bodies competent for activities after the adoption; to submit requests to the competent services in civil status for the issuance of new birth certificate for the child, as well as to receive said new birth certificate; to sign all kinds of documents in relation to the adoption; to appeal the court resolution disallowing the adoption request; to prepare, fill in, sign and submit before the “Foreign Passports” office at the Ministry of the Interior all requisite documents for the issuance of a passport to the adopted child, as well as to receive said passport; to prepare all requisite documents for the issuance of visa of the adopted child and to receive said visa; to prepare, fill in, sign, submit and receive all types of documents requisite for the departure of the adopted child; to require and receive by the Ministry of Justice the certificate according to Art. 23 of the Hague Convention of 29.05.1993; to effect all other useful and requisite activities regarding the desired full adoption, as well as to re-authorize other lawyers with the above stated rights.
- to mediate in the issuance of a permit for the departure of the adopted child beyond the borders of the Republic of Bulgaria.
                
5. to represent us before all health, tax, financial, judicial, municipal, administrative, technical bodies and institutions, notary publics, physical and juridical persons for the protection of our own rights and interests. To submit requests, declarations whatever and wherever necessary.
6. to represent us in case of withdrawal from the adoption procedure in the Republic of Bulgaria as well as to receive all documents in relation to this withdrawal.
7. to sign us and obligate us in relation to the above stated rights.
